With what you explained I believe a fresh install won't fix a thing but I'm asking just in case.

I wonder why I didn't have this problem while running from the live cd.if it's hardware related shouldn't it had happened while running the live cd? Do you think that if I do a fresh install the problem could be fixed? I must just get used to changing the brightness via the applet or the system will lock. I still can't use the Fn+up/down combination but the applet works just fine. Go to Settings -> System -> Display (you can open this Settings item by running the ms-settings:display or desk.cpl command).

This problem isnt really new to the legion series (or some other laptops). You can also change the color temperature by changing the RGB values. This program will allow you to adjust your brightness to any level between 1 and 100. In Windows 10 and 11, you can change the display brightness from the Settings panel. My laptop seems to be on max brightness and the brightness control sliderFn. If you click on Brightness Controller it will bring up a Brigtness Controller dialog box that will control the brightness of a Primary monitor and/or Secondary monitor. Thank you very much William! That fixed my problem. Adjust the Screen Brightness from Windows Settings.
